The Centraal Bureau Fondsenwerving investigation

June 2003:  Under pressure from Dutch MPs, the CBF in Holland has held an inquiry into Humana Holland.   It concluded that Humana must stop selling clothes to itself, and gave the company one year to comply - or lose its Charity Mark

Humana behoudt het CBF-Keur voor goede doelen

De Commissie Keurmerk van het Centraal Bureau Fondsenwerving (CBF) heeft vandaag het nader onderzoek naar de stichting Humana afgesloten en de conclusie getrokken dat het keurmerk van de Stichting Humana kan worden gecontinueerd. De instelling is op de hoogte gebracht van de conclusie.

De Commissie Keurmerk heeft antwoord gekregen, verstrekt door externe accountants, op nog resterende vragen rond de bestedingen van Humana in het kader van de doelstelling van de stichting. Vorige maand was door Humana reeds op diverse andere onderdelen van het CBF-Keur informatie verstrekt en uitleg gegeven, naar aanleiding van vragen van de Commissie Keurmerk. Aanleiding tot deze tussentijdse toetsing vormde de aanhoudende negatieve berichtgeving over deze instelling.

De Commissie Keurmerk is het orgaan binnen het bestuur van het CBF dat onder andere besluit over het verstrekken of intrekken van het CBF-Keur. Het CBF beoordeelt fondsenwervende instellingen aan de hand van criteria op de volgende 5 terreinen: bestuur, beleid, fondsenwerving, besteding en verslaggeving van de instelling

Het totaal van de informatie dat het CBF thans ter beschikking staat, heeft de Commissie Keurmerk tot de conclusie gebracht dat de stichting Humana het CBF-Keur kan behouden, maar dat Humana beslissingen dient te nemen (en die intussen heeft genomen) op het bestuurlijke en organisatorische vlak, teneinde belangenverstrengeling, of de schijn daarvan, te vermijden en tegen te gaan.

The decision by the Central Bureau Fundraising (CBF) shows no signs of an investigation into the spending of Humana Holland in Africa. T  he  CBF doesn't have the people and the financial means to carry out such an investigation, as was made by the British Charity Commission in 1998 and which led to the closing down of Humana England.
 
The decision of the CBF doesn't include the board of directors from Humana Holland. This means that the Danish director of Humana Holland, Jytte Nielsen, is able to stay in charge as she is elsewhere in Europe.
 
The fact that Humana is no longer allowed to do business with companies led by the Teachers Group seems like an example of window dressing.    If a company on paper is led by a non-member of the Teachers Group, while in fact behind the curtains TG-members pull the strings, nothing really changed. The overall conclusion must be that the business-methods of Humana, selling second hand clothes to it's own companies, can be continued quite easily by Tvind. This also goes for the assumed money laundering through companies on tax paradises with the money earned by collecting second hand textiles.
